Do nintendo ds lite shells come with replacement rubber conductive pads?

Some of my ds lite buttons have not been responding and I was wondering if it was the button itself or the rubber pads in the ds. Also do shells come with rubber pads or is that separate? Thanks and please write whatever other info would be helpful/necessary.
